Why dose the Actions pane in the Virtual Machine Manager Administrator Console dose not option to clone a virtual machine

I am using Windows 2012 Data center Edition and trying to clone a virtual machine. hhat I am doing wrong?

I am following this tech net article: http://technet.microsoft.com/en-us/library/bb963743.aspx

However I do not see "Clone a Vitrual Machine" as an option in the actions pane.

What I am doing wrong?
