SCVMM does no delete VHD files and the VHD lost its ownership

I have hyper-v cluster 2016.
I installed SCVMM 2019 in windows server 2019.
when I delete a VM with VMM, the VM's VHD is not deleted.
I tried def delete VHD manually. But it fails. 
The VHD file loses its ownership.

I tried to take the ownership. But it fails encore.
